“Working in the committees that bear the responsibility for the defense and security sector of our countries, we both, like no other, realize the level of threats connected with current conflict in the Autonomous Republic of Crimea between Ukraine and the Russian Federation. The possibility of settlement of this conflict by peaceful means largely depends on our stands, as well as on the actions of parliaments of our countries,” the Address reads.
Committee members express confidence that there are no such issues that could not be negotiated. “We suggest begin such conversation, leaving the key issue of Ukraine’s territorial integrity beyond its framework, as this issue is not negotiable,” stress the people’s deputies.
The Committee expresses confidence that “the Russian Party also unconditionally adheres to the thesis that the issue of territorial integrity of the Russian Federation is not a matter of discussion. All the rest can be the subject of discussion, for which it is need to stop demonstration of force.”
Members of the Committee on National Security and Defence suggest Russian parliamentarians impose a moratorium on escalation of tension, begin a dialogue at the level of parliamentary committees, and search the decision that would be based on peaceful and legal methods. “We are ready for such meetings in Moscow, in Crimea and anywhere else, since we are convinced that you too dismiss any thought of military conflict between our countries, between Ukrainian and Russian people,” the Address stresses.
